Ontario Workforce Priority stream: application guide

The only Ontario nominee stream currently running: with a qualifying job offer from an Ontario employer in any NOC occupation, your employer starts the process and you then register an expression of interest to be scored and wait for an invitation. Self-employed physicians can apply without a job offer, under a separate set of requirements.

Who this is for

Has a job offer from an Ontario employer, and that employer is willing to register on the employer portal and seek approval of the position
Any NOC occupation qualifies — but which requirements apply depends on the TEER category of that job offer’s NOC, and TEER 0/1/2/3 and TEER 4/5 are two different sets
Has the required work experience in that position or the same NOC; if the position requires a licence under Ontario or Canadian law and you hold a valid one, in most cases you do not need to demonstrate work experience
Meets the language and education minimums for that TEER category; people who graduated from an eligible Ontario institution in the last 3 years with one of the listed credentials need no language test at all
Intends to live and work in Ontario, and holds legal status while in Canada
Self-employed physicians: may apply without a job offer, but need an OHIP billing number and one of three classes of registration with the College of Physicians and Surgeons of Ontario

EOI registration and scoring

Confirm that your Ontario employer qualifies and is willing to support the application. The employer must register in the Employer Portal and submit a job offer for the position. You will then receive a job offer ID.
Register an expression of interest within 30 calendar days of your employer submitting the job offer. The system calculates your score from the scoring factors. In the employment and labour-market group, NOC TEER, NOC broad category and hourly wage are filled in automatically from the job offer.
After entering the pool, wait for an invitation to apply (ITA). Ontario issues invitations in rounds, with each round’s cut-off published when the round is announced.
After an invitation, your employer must submit the application for approval of the employment position within 14 calendar days. You must submit your application and pay within 17 calendar days, after your employer has submitted theirs. You can prepare your application throughout this period. Provide supporting documents for every scoring factor claimed in your expression of interest.
With a nomination in hand, apply to the federal government (IRCC) for permanent residence. Through Express Entry you have 30 calendar days to accept or refuse the nomination in the system; accepting adds 600 points, which means an invitation from IRCC in the next round, after which you have 60 calendar days to submit your permanent residence application. IRCC makes the final decision on who becomes a permanent resident, not Ontario.

Requirements (18)

Employer-initiated application processsource: The employer first registers in the Employer Portal and submits a job offer for the position. You can register an EOI once you receive the job offer ID. After an invitation, the employer must submit a separate application for approval of the position. That approval is required before your nomination application can be approved.
The employer and the position must both qualifysource: The employer must have been in active business for at least 3 years, have business premises in Ontario where you will work, have no outstanding orders under the Employment Standards Act, 2000 or the Occupational Health and Safety Act, and meet revenue and minimum full-time Canadian-citizen-or-permanent-resident employee requirements set by the location of the job offer. If you currently live outside Canada or work outside Ontario, the employer must also show enough effort was made to recruit a Canadian citizen or permanent resident before offering you the position. The position itself must be full-time and permanent in Ontario, urgently necessary to the employer’s business, must not affect a labour dispute, and must meet the required wage level for its location. This section does not apply to self-employed physicians.
You must be invited firstsource: You must receive an invitation and submit your application before the deadline. Provide supporting documents for the criteria claimed in your EOI. You must meet all requirements when registering the EOI.
Requirements by TEER categorysource: The TEER category is the second digit of the occupation’s 5-digit NOC — for NOC 13102, Payroll administrators, the TEER is 3. The work experience, language and education thresholds each split into two sets, one for TEER 0/1/2/3 and one for TEER 4/5, so work out which set applies to you before reading further.
Work experience · TEER 0/1/2/3 (one of four)source: Meeting any one of four routes is enough. One: at least 6 months of consecutive, paid, full-time work in the job offer position within the 12 months before you apply (full-time here means the same occupation, employer and location, requiring at least 780 hours of paid work in a 12-month period and at least 30 hours per week). Two: if you are a recent Ontario graduate, 3 months on the same terms (at least 390 hours in a 12-month period and at least 30 hours per week) — a recent Ontario graduate is someone who graduated from an eligible Ontario institution within the last 3 years with a postsecondary degree or diploma that took at least 2 years full-time, an Ontario College Graduate Certificate, a master’s degree or a PhD. Three: at least 2 years of cumulative paid full-time work in the same NOC as the job offer position within the 5 years before you apply (full-time means at least 30 hours per week amounting to at least 3,120 hours over two years; part-time equivalent also counts — one job at 15 hours or more per week amounting to 3,120 hours over 4 years, or more than one job at 30 hours or more per week amounting to 3,120 hours over 2 years). Four: the position requires a licence or other authorization under Ontario or Canadian law and you hold a valid one — in that case you generally do not need to demonstrate work experience at all.
Work experience · three occupations where a related NOC countssource: On the “2 years in the same NOC” route, the page allows three substitutions: if the job offer is in NOC Sub-Major Group 223 (technical occupations related to engineering), experience in Sub-Major Group 213 (professional occupations in engineering) counts; if the job offer is NOC 33103 (pharmacy technical assistants and pharmacy assistants), experience as NOC 31120 (pharmacists) counts; and if the job offer is NOC 33102 (nurse aides, orderlies and patient service associates), experience as NOC 32101 (licensed practical nurses) or NOC 31301 (registered nurses and registered psychiatric nurses) counts. The page summarises this as: applicants whose job offer is a professional engineering occupation, a pharmacist or a licensed practical nurse can use experience in that occupation to meet the minimum work experience requirement.
Work experience · TEER 4/5source: For a TEER category 4 or 5 job offer, you need at least 9 months of cumulative, paid, full-time work in the job offer position, gained within the 2 years before you submitted your application. Full-time again means the same occupation, employer and location, requiring at least 1,170 hours of paid work in a 12-month period and at least 30 hours per week. Note that this tier has none of the three alternative routes available at TEER 0/1/2/3.
How work experience is countedsource: Only work experience completed by the time you submit your application counts. “Cumulative” means it must add up to the minimum over the required period, and breaks in employment during that period are allowed. Vacation, regular sick leave and other standard paid short-term leave provided for in collective agreements, workplace legislation or employer policies are not generally treated as interruptions to full-time employment; extended leaves are treated as interruptions and should not be included.
Work experience requirements for truck and bus driverssource: If your job offer is for NOC 73300 (transport truck drivers) or NOC 73301 (bus drivers, subway operators and other transit operators), you must meet the 6 months of consecutive paid work experience requirement even if you are licensed or are a recent Ontario graduate.
Language (TEER 0/1/2/3 has a test-exempt route)source: At TEER 0/1/2/3, one of three: CLB 6 or higher in all four abilities; or CLB 5 or higher in all four if the position is one of the listed skilled trades; or proof that you graduated from an eligible Ontario institution within the last 3 years with a postsecondary degree or diploma that took at least 2 years full-time, an Ontario College Graduate Certificate, a master’s degree or a PhD — the page states that a language test is not required if you hold one of the listed credentials. At TEER 4/5: CLB 4 or higher in all four, with no exemption route. Where a test is required, you must have the results before you submit, the test must be dated within 2 years before submission, and each of the four abilities must meet the level.
Which NOCs count as a listed skilled tradesource: This list is used by both the language and the education requirement. The page lists: Major Group 72 (technical trades and transportation officers and controllers, excluding occupations under Sub-Major Group 726), Major Group 73 (general trades), Major Group 82 (supervisors in natural resources, agriculture and related production), Major Group 83 (occupations in natural resources and related production), Major Group 93 (central control and process operators and aircraft assembly assemblers and inspectors, excluding aircraft assemblers and aircraft assembly inspectors under Sub-Major Group 932), Minor Group 6320 (cooks, butchers, bakers) and Unit Group 62200 (chefs). If the position is on this list the language bar is CLB 5 and the education bar is a high school diploma; if it is not, the bars are CLB 6 and at least a one-year postsecondary credential.
Which language tests are acceptedsource: Three English tests: IELTS General Training only (not IELTS Academic and not the One Skill Retake); CELPIP General only (when booking you must select “IRCC purposes” as the reason for the test and IRCC as the receiving institution so the OINP can confirm your results); and PTE Core only (not PTE Academic). Two French tests: TEF Canada and TCF Canada.
Educationsource: At TEER 0/1/2/3, one of four: if the position is not a listed skilled trade, a postsecondary degree or diploma taking at least one year full-time from an eligible Canadian institution, or its foreign equivalent (at least one full-time academic year, meaning at least 15 hours of instruction per week over an academic year of two semesters, including any workplace training that is part of the studies; part-time study may qualify if it is equivalent to a full academic year); if the position is a listed skilled trade, a Canadian secondary school diploma or its foreign equivalent; if the job offer is NOC 33102 (nurse aides, orderlies and patient service associates), an Ontario college certificate requiring at least one year of full-time study from an eligible Canadian institution; or, if the position requires a mandatory licence or other authorization, proof of that licence (this route does not apply to NOC 73300 or NOC 73301). At TEER 4/5: a Canadian secondary school diploma or its foreign equivalent.
Foreign study needs an ECAsource: If you completed your studies outside Canada you need an Educational Credential Assessment report showing the Canadian equivalency, less than five years old on the date the application is made, submitted electronically with your application. Seven organisations are designated: Comparative Education Service at the University of Toronto School of Continuing Studies, International Credential Assessment Service of Canada, International Credential Evaluation Service, International Qualifications Assessment Service, the Medical Council of Canada (for doctors), the Pharmacy Examining Board of Canada (for pharmacists), and World Education Services. Fees and processing times differ between them.
Licence or authorizationsource: If your employment position requires a mandatory licence or other authorization under Ontario or Canadian law, you must hold a valid one from the appropriate regulatory body in Ontario or Canada at the time you submit your application and throughout the nomination period.
Legal status if you apply from inside Canadasource: If you apply from within Canada you must have legal status at the time you apply: a visitor record, study permit or work permit. The page states that applicants may not qualify for nomination if they are residing in Canada without valid legal status at the time of nomination. Maintained status is acceptable — that means you applied to IRCC to renew or extend your temporary status document before it expired and are awaiting a decision; while you wait you can remain in Canada and continue to work or study under the same conditions as your existing permit.
Intention to live and work in Ontariosource: You must intend to live and work in Ontario after you are granted permanent residence. Ontario determines this by examining your ties to the province, which can include working or having worked in Ontario, getting job offers or applying and interviewing for jobs, studying, volunteering, leasing or owning property, visiting, and having professional networks and affiliations, family ties and personal relationships.
The separate route for self-employed physicianssource: A self-employed physician can apply if both hold: first, you are eligible to receive payment for publicly funded health services under the Health Insurance Act, 1990, meaning you have an OHIP billing number; second, you hold one of three classes of certificate and are a member in good standing with the College of Physicians and Surgeons of Ontario — a certificate of registration authorizing independent practice, one authorizing academic practice, or a provisional certificate of registration. If you meet both, you do not need to meet the other applicant requirements on the page and the employer requirements do not apply. Holders of a postgraduate education licence are not eligible on this route. You must contact the OINP to begin registering an expression of interest, and if invited you have the same 17 calendar days to submit and pay; self-employed physicians also have the option of being nominated through the IRCC Express Entry system.

Important details (8)

Scoring factors and stream criteria serve different purposes. You must meet every stream requirement and provide all mandatory documents. Your score determines whether you are invited; it does not replace the eligibility requirements.
Ontario’s 8 former streams were removed when the amendments to Regulation 422/17 came into force on 25 June 2026; the last invitations under the old system were issued on 30 April 2026. The historical cut-offs on this site (for example “81”) belong to the old system and are not comparable with scores under this stream — they come from two different scoring tables.
The employer must start the process through the Employer Portal; applicants cannot complete this step on their own. Employers must also meet the requirements for three years in active business, revenue and full-time Canadian-citizen or permanent-resident employees. Small employers should check each requirement carefully.
The nomination remains linked to the approved position, which OINP cannot change after nomination. If you or your employer ends the employment and the position approval is cancelled, you must submit a new EOI to continue pursuing permanent residence through this stream. The nomination also carries conditions and may be cancelled if they are not met.
If you need a language test, obtain the results before submitting your application; the test must have been taken within the preceding 2 years. The test exemption applies if you graduated from an eligible Ontario institution within the last 3 years with a two-year-or-longer postsecondary credential, an Ontario College Graduate Certificate, a master’s degree or a PhD.
Applications submitted by self-appointed representatives are invalid. OINP will withdraw them, return them as incomplete and refund the application fee.
EOI registration for this stream opened on 4 August 2026. There is currently too little invitation history to infer a cut-off.

Who this is not for

People without an Ontario job offer who are not eligible self-employed physicians — there is no employer-free route here
People whose employer will not use the employer portal: the process must be started by the employer, and the applicant cannot take the first step alone
People whose employer does not itself qualify: the employer must have been in active business for at least 3 years, have business premises in Ontario where you will work, have no outstanding orders under the Employment Standards Act, 2000 or the Occupational Health and Safety Act, and meet revenue and minimum-Canadian-employee requirements set by the location of the job offer
People whose employer is the Ontario Public Service or an OPS entity: the page states such expressions of interest and applications will not be accepted, because the OPS does not currently participate as an employer
Other self-employed people, and those in contractual service arrangements with no legal employer-employee relationship: the page states these are not eligible, with the single exception of self-employed physicians
Physicians holding a postgraduate education licence: not eligible as a self-employed physician, though they may still qualify with a job offer from an Ontario employer
People hoping to use Ontario’s former streams (the employer job offer streams, masters and PhD graduate streams and others) — the official update of 26 June 2026 states that amendments to Ontario Regulation 422/17 came into force on 25 June 2026, removing the existing 8 streams; the OINP home page now says all other streams are closed
